There are some unanswered questions andplot holes involving the Zordsthat kids simply didn’t care about or notice in the ’90s, but it was clear that the Rangers didn’t create their own Zords.
However, Dan Mora’s cover art forPower Rangers Prime#7 by Melissa Flores and Michael YG seems to suggest that this time, thePower Rangers will create their own Zords.

In addition, the issue’s synopsis has even more details about the potential plot:
The Rangers might finally have their powers, but they still have a long way to go before they’re a real team.

They’ll need to learn fast though, as one group delves into a mysterious and potentially dangerous underground labyrinth known as The Belly, while another explores a more… diplomatic solution to rescuing Mark.
The implication from the cover that the Prime Rangers could be building or perhaps growing their own Zords would make for a major divergence from the original 1990s television series, but it wouldn’t bea first for thePower Rangersfranchise.

It appears building new Zords might be the Rangers' key to getting their friend back. With a baby Tyrannosarus Rex on the cover, these Zords could potentially even be grown organically somehow,perhaps through Rita Repulsa’s magic. Serving a Zordon-esque role, she has gifted them their powers. Keeping that in mind, theoretically, she could potentially play a part in helping thePower Rangerscreate their own Zords.
