Barnes is able to communicate with Jessie, one of the kidnapping victims, because of a lucky encounter.Barnes' name is on a pre-programmed list of numbers Jessie is supposed to callto attempt a scam in which she claims to be from the IRS calling about a fake account. However, when Barnes puts a stop to the scam by identifying herself as an FBI agent, Jessie whispers, “They won’t let us leave.” She also reveals that the phones are blocked from making calls other than to pre-programmed numbers.

This aspect of the kidnappers' system allows Jessie to periodically call Barnes to check in and beg for help, as she is able to re-dial her number using the computer software provided by the kidnappers. Thus, Barnes would have to be involved in any investigation, even if Jubal’s team took over. While it’s possible that Jubal’s team could eventually find a way to hack the system and contact Jessie directly, this would take time they don’t really have.The easiest way to locate and rescue the kidnap victims would be for Barnes to remain the primary point of contact.
